## What is a Google penalty (manual action)?

A Google penalty is a measure by which Google demotes pages or a whole site, or drops them from its results, for breaking its spam policies. The formal version is a manual action: a reviewer at Google applies it, and the site owner is told in Search Console. A drop after an algorithm update is not a penalty — no message arrives, and the fix is quality, not an appeal.

**Example**

A building-materials company loses two-thirds of its Google visits in a week. The first check is the Manual actions report in Search Console. It lists a manual action for unnatural links to the site: a previous agency bought hundreds of links from directories and from sites that exist only to sell links. The repair has three steps: list every link, remove or neutralise the artificial ones, and file a reconsideration request that describes exactly what was done. The review takes anything from a few days to a few weeks.

If the report is empty and the drop lines up with the date of an algorithm update, there is no penalty. Google has re-assessed the site against its competitors, and the answer is better content and better pages, not a letter to Google.

**Why it matters for a business**

A penalty hits the cheapest source of customers a business has, and it often follows decisions made years earlier: bought links, copied text, sneaky redirects. The usual causes of a manual action are artificial inbound links, thin content with no value of its own, user-generated spam in comments and forums, and structured data that claims things the page does not show. A hacked site is a separate case; it appears in the neighbouring Security issues report.

A manual action does end. Once the problem is fixed and the request is accepted, rankings can come back — though not always to where they were, because the bought links no longer count for anything.

**What to ask**

- Is there a message in the Manual actions report in Search Console, and who has access to it?
- Does the drop line up with an algorithm update, or with a change to the site — a redesign, a move, new URLs?
- What links and content did the previous agency buy or publish?
- What will the reconsideration request say, and who will file it?Diagnosis and clean-up after a penalty start with the audit in our SEO work.
